Question turning image files into a movie format

Hi guys, a very general question as my specific case isn't important. I have some image files (can be any format) and i'd like to put them together as a movie (any format). No sound is required.

I guess Windows Media is a good place to look around, but a shove in the right direction from anyone would be great. My google searches get spammed by references to swf
