Transparent label for smart application form

First of all, I have flip through pages of websites including the sticky for transparent labels. Yet I have not found a solution for this transparent label for smart application forms (as the solutions are mostly in windows form.). I tried the solutions given in lots of pages that contains secrets on the transparent labels. But none of them works with the smart application form. I have no idea why.

I'm currently using 2003 VB.net (yeah its old.) Therefore some of the solutions might not work when transfer from 2005 to 2003. I seriously need help in this.
