Question sending midi messages

Hello, I am new on this forum
I am writing a aplication that is tracking coins on transparent table with camera under, and after analysing areas i want to send midi messages because i want to make it work with other music programs like reason, abbleton, i have seen similar applications like pmidic http://pmidic.sourceforge.net/ but i have no idea how to emulate midi and send messages, i have almost ready video tracking class but can't find no documentation for midi if anybody have a clue, or know any api that could work for me...
