read frequency via parallel prot

I've circit and I want read frequency via parallel prot (378) , using inpout32 .

could you help me with the code vb.net 2005
I'm new in vb.net world .

Best way to do this would not be through code, but through hardware then using the software to read the digital output. Do some research on frequency counters
