Publisher's Certificate Error

Every time someone posts here, their question gets moved to a different section. Since I didn't know where to put this one, I figured what the heck, I'd try some stupid headline so maybe I'd actually get a response instead of having my poor question banished to Siberia.

PUBLISHER'S CERTIFICATE ERROR:
How do we acquire and make available to users a Publisher's Certificate that will not result in the 'Publisher cannot be verified' error when installing our ClickOnce application from our publishing website?
