Project Won't Deploy - Continually Reboots Whlie Trying to Install .Net 4.5

I'm trying to deploy a very simple VB .net program I just made in Visual Studio 11 Beta. When I try to install the finished product I immediately see it trying to install .net framework 4.5. Then, it asks me to reboot. I've done this on two computers and after a dozen restarts I've given up. I've installed 4.5 separately from Microsoft's download and installed it, but I still get stuck on this step.

The program works fine from within Visual Studio, but I can't seem to install it.
