Page Background Image not showing

I have the background color of my form dark blue. When i run the site the page is dark blue like it is supposed to be. Later I added a picture as my background. In the design view it shows the picture as the background just fine but when I run or deploy the site it still shows dark blue as the back ground.

So I changed the bg color to nothing. In the design view the picture is still shown but when running or deploying my site it's solid white. I can't get the picture to become my background. It's the correct format .jpg. Any ideas?

Problem Solved. I was using an ASP.NET special folder to put my images in and they were restricted. I just added my own folder and all is well. I have two ASP.NET 2.0 books and neither mentioned this... ERrrr..
