I like to know if anyone of you have real life experience writing .net from scratch for database administration. What does this app do?, How big it is?, How does it work?, why do you need it?, how long did you take to write it?, what kind of permission is using?.

Maybe more relevant would be what YOU need your app to do. You haven't even indicated what database you want to administer, which is an important first step. If it's SQL Server then you should look into SQL Server Management Objects (SMO), which is a .NET API for administering all aspects of SQL Server.
