guys.. any suggested readings or source code on how to make my vb.net program use msstyles. i mean like, any where i run my program it will use a specific theme but the theme/appearance of the PC will not be changed.

is Skype like that? its like it has its own theme. wonder how they do it.. thanks guys!

Skype uses QT as Toolkit, as far as I know. If you don't know, QT is a cross-platform FLOSS gui, similar to GTK or wxWidgets.

You're stuck with writing your own controls with your own style (overwriting the OnPaint or Paint method), I guess. Since .NET always inherits the setted style on the PC (or, if disabled, uses the default Windows look).
