Making searchable help file

I'm thinking of adding a help file to my application, and I like the ones that have the categories as links that take you straight to them or let you search through the file. Does anyone know how to make one of those? What program would I need? I took a screenshot of the help for mIRC just to clarify the kind of help file I'd like.

Here is the Help online, you should have it installed locally too with the Help Workshop SDK. See subtopics, 'Creating Help' > 'Creating a help project' > 'Create an index file'
