The very first result in the link I provided leads to the VB Express download page. If you saying that you don't want the web installer then you can download an ISO image from another page on that same site.

Go to the bottom of the page for a link to the offline installer in ISO format.

Once the ISO is downloaded all you need to do is mount it in a virtual dvd drive (Daemon Tools or similar) or burn it to a dvd (Nero, EasyCreater, etc) and no, you don't need the internet to install from the ISO since it's already a complete dvd, it contains all the express editions, including sql express and a few other things as well.
