licence to use Microsoft Winsock Control

Hi,

I downloaded a sample file on how to send and receive file using winsock but when i tried to run it there was an error "You do not have a licence to use this ActiveX control". What should I do to allow me to use it?I need to use winsock to let me send the data in excel file (keeps updated) to web page. I learned from this forum that I can do that using winsock.Am I in the right direction?
