Installation restart when click on shortcut

Hello,
I create a setup project in .net 2008 for my vb.net 2008 application. I create a shortcut for desktop and install a .txt file in application folder to configure my application for the first time run after install the application. now i see that when i click on the desktop shortcut or startmenu shortcut then setup run again and after that application lunch, if i delete the main executable file from the application directory then also come again when i click on the shortcut and run again.

is there any solution for my problem ????????
