initiating internet connection

i'm working on an application for the pocket pc. it uses ftp to transfer files to a central server and will be running on smart phones.

when the device is in the cradle the application works ok but when out of it no connection is established. if i launch internet explorer on the device and browse a page and while that page is loading start the ftp program then it works. when i enter a url in internet explorer it displays a popup saaying that it is connecting using gprs.

i think i need to use the connection manager or tapi to get the device on line for my program. however i can find no simple examples. can anybody help?
