Question Information to use proxies

Hello, i'm new programmer in area of internet, so i need a few help..
I have search, but didn't find my subject in older thread.

How can i use proxies in donet? for example, this site has a list of free proxies "http://webevader.org/", and my idea is this:

I have a program named RapidShare Plus, and it works, but my idea is make one identical, but for simultaneos download, so i will need use proxies for fileshare sites..

Any help or idea? becouse i have search on google, and i didn't find anything concrete..
