incrementally load line from csv

I have very large csv file (more than 400MB - several milions of lines).

I need to load lines from this single csv file into GridView,

so it must incrementally loaded as you scroll down (paging).

Honestly, what user is going to want to/be able to use several million lines in a DGV?

If you have to load more than.. say... 1000 lines into a grid control then your design is flawed. Even excel, used and loved by millions the world over, cannot load more than 65000 rows.. And you want to load several million?

I wouldnt use your app..
