IIS Not Starting

When i start my web application then an prompt comes saying

Visual Studio cannot create or open a web application because the web server on this computer is not running.Start the web server before proceeding.

When i restart my iis it doesn't starts .Can anyone help me.

what Operating System are you running, i.e. Windows XP Pro, and is IIS installed? It is typically not installed by default, you need to add it in the Windows Control Panel Add/Remove programs area, Windows Components.

if the web service (reads iis) is set to Manual or Disable, it doesn't matter how many time you restart the machine, it still wont come up.

You will need to get into Services MMC and enable WWW Publishing or run "net start w3svc" at the command prompt.
