How to position controls in Design view?!

Can I not freely position my controls in design view? For example if I drag a textbox onto the page I cant move it wherever I want by selecting and dragging like you can in vb.net. I googled this issue and someone said to select the "absolute positioning" option in the tool bar but I cant find it.

I have VWD 2005 express edition.

I forgot to mention I know how to change an individual control by changing its position property in the style menu however I want this to be the default value for all controls so I dont have to change it each time. Thanks for helping a noob!
