How to porting port using dot net ?

i want to make a program that can porting data port,

sql server have port 1422 that computer can connect to this server port for access db. and but i dont want that computer connect dirrectly to sql server port, i want that computer connect to some router computer port that have others number port opened, and pasting to sql server port.
