How to handle resources file for a form

Dear all,

I have read the example "How-to work with resources file" that provided by Microsoft. However, I still do not understand how to handle resource file.

1. How to create a resource files for a form file;
2. If I add or remove a control to/from the form, will the resource files that attached to this form will be updated automatically?

3. If the answer to (2) is no, why should I use the resource file? Why don't I create my own XML or just put everything in database?

Is there anybody who has experience in using the resource file? Please comment on my questions.
