How to control SIM Card

Hi All,

I Found Many Library That Enables you to Send and Revise SMS or MMS From any phone or modem support AT Commands connected to the Computer by any port.

But I did not Found any library Enable me to control The SIM Card ...

we know that if We Entered wrong PIN for 3 times, the phone Request The PUK , and If we Entered The Wrong PUK for 10 Times The SIM Card will be unusable...

I want to Make a program, If I Entered The Wrong PIN For 3 Times , I have To Enter The PUK and new PIN , If I Entered The Wrong PUK for 10 Times The SIM Card will be unusable...

So How I can do that , or Where I can Found a library Make This ?
