How to change Title Bar and Menu on Title Bar

In a project of vb.net version 2.0, I want to customize the title bar and menu title bar in my wanted fonts. I do not want to the default from MS. How to code it?

Title bar is managed and common setting from Windows operating system for all application windows, to change it go to Advanced Appearance settings of Display properties in Control Panel.

Alternative is to turn of the Title bar in application and draw your own. This also means you have to write code for all Windows functionality of title bars yourself.
