How can I get a list of all the notifications?

I'm trying to get a list of all the notifications on my WM device at the bottom of the screen and I've been searching all day and can't find a solution.

Or better yet, is there a way to get notified in your program any time a notification pops up?

I want to go through the notifications and close certain notifications but i am having a hard time finding any information on how to do this.
