Help With Gauge Creation

Hi,there Everyone I'm new to this forum and am really excited about vb.net programming, I'm only a novice and need some help with creating a gauge from scratch I have a tutorial that has the actual code in VB.NET and when I look at it I don't know where to place the code and if I have a to create a "Class" or not.
