GAC Error

I'm attempting to install a small application that uses Microsoft Outlook to send out a PDF file. When i go out to install the application on some computers it runs through fine and other times I get this fun and festive error message:

Unable to install or run the application. The application requires that assembly office version 11.0.0.0 be installed in the Global Assembly Cache (GAC) first.

Please contact your system administrator.
---

Anyone ever get this before or know how to deal with it?

They probably not got Office installed, or other version if you have early binded to different version.
