Embedded .resx or .resource

I am able to retrieve information from .resources file using:
Dim x As Resources.ResourceManager
x = Resources.ResourceManager.CreateFileBasedResourceManager("users", ".", Nothing)
MessageBox.Show(x.GetString("user01"))

But what I actually want is to access/retrieve data from embedded .resx or .resource file. Assuming:
<data name="user01">
<value>John</value>
</data>
<data name="user02">
<value>Bill</value>
</data>
<data name="user03">
<value>Admin</value>
</data>
How do I retrieve data/value from the embedded .resx or .resource file.
