Detect Shortcut Anywhere in Windows

I notice many programs have a shortcut key which activates them. How can I detect if a certain shortcut combination is pressed, anywhere in Windows?

My program will be residing in the tray and I want it to activate when the correct keystroke combination is pressed.

They are called global/system hotkeys and you have to use Win32 API methods to set them up, see example in this thread:
