Dark transparent overlay

I have seen a lot of android programs have this dark transparent overlay page showing you what each button does when you first use a program. For reading apps, the page would show which area to touch to go to next page or previous page. how can you make that transparent shaded page in vb?

It's not the language that matters but the technology. The technique would be the same for VB and C# but different for Windows Forms, WPF, ASP.NET, Universal Windows apps, etc. This question should have been posted in the forum specific to that technology so that we wouldn't even have to ask. Once I know I will move the thread but please don't post in General forums when there's a more specific forum that applies.

Do you really need to ask that question? I provided a number of examples. Do you really not know what type of project you created? If you don;t know where to post it it's because you haven't bothered to think about it. For example, there is a forum specifically dedicated to Windows Forms. Is your question about Windows Forms? If so then how is it not obvious that it belongs in the Windows Forms forum? The same goes for WPF, Web Forms, etc.
