Question Creating an update application

I love how Lutz Roeder's reflector checks if it's out of date, closes, downloads a new version, starts reflector again. Does anyone know how to go about this type of framework/pattern? There is a great framework for the MAC called Sparkle and I'd love to do something like this in Windows. Anyone have any tips on how to go about this or how Reflector handles it?
