Question Could this java-applet be build in vb-/asp.net?

Ok I tried everything but this ****ing annoying problem keeps bugging me.
Let me therefore rephrase my question:
Is it possible and if so is it a lot of work to rebuild something like this:
Java Boutique, The Ultimate Java™ Applet Resource - LED

using vb.net and asp.net, without using any javascript?????????

Oh yeah, I also tried the "solution" found over here but of course this doesn;t work for me:

call $(DevEnvDir)..\tools\vsvars32.bat
editbin.exe /NXCOMPAT:NO $(TargetPath)

DOES NOT WORK OF COURSE. As the smart reader will notice I;m getting a little frustrated, as i;m dealing with this problem for over 2 weeks now. Life sucks thanks to bugs
