Control Movemnts

Hi , I have a form with a lots of controls ( labels ,panels , text boxes ... etc ) at desgine time I put them in specified location , but after I made build for solution the controls not all some of them are changing their location Horizontally ... at run time the controls also changing their location

I tried Anchor , Lock proprieties but They didn't give a result
