Client Server Apps

Is it possible to build client server apps that can run on a small network with the server, a PC, running Windows XP / Vista? This is hoping to eliminate buying expensive server software?

Yes it is. The types that support network functionality are members of the System.Net namespace and those under it. If you'd like more specific information then you'll need to ask more specific questions but I suggest that you do some general reading on that namespace and its members first.
