Cannot resize or move controls with mouse drag

i converted my visual studio 2008 projects to visual studio 2012
everything works fine except i cannot resize or move some of controls with mouse drag
i can resize or move through properties though but still it's not convenient
controls' Locked property are set to 'False'
this doesn't happen with new project
need some help here

It seem your control was locked. You can select your controls, right click, and unlock its.
