Thats a bit like asking how to open a word document without installing Word, run a windows program without installing windows, how to play an mp3 file if you dont own an mp3 player or how to drive to the shops if you dont own a car.
No, you cannot connect to an oracle database data store file without installing the oracle database server software
But no indication was made of whateher you can do so programmatically. I expect that you can, as the management tool will only execute some funky sql in the background.. BUt I dont think it would happen automatically like SQLServer. Best ask on the oracle forums
