Question Blocking specific IP addresses with Sockets

Hi, I am trying to make a website filtering application and am currently using Windows Firewall to block IP address. I would like to use sockets or API to do this instead of using the firewall, seeing as though a user might not want the Windows Firewall enabled. Can anyone point me in the right direction?
