Principal Purpose of Position:
To design, create, implement, document and maintain agency-specific software applications.
Essential Job Functions:
• Design, build, implement software applications
• See software through complete application life-cycle
• Periodically revise/upgrade existing software
• Document software code and structure
• Create detailed written tutorials outlining software procedures and usage
• Answer questions and provide necessary support to end-users of software
• Maintains a high level of discretion when dealing with sensitive/confidential information.
• Monitors software compliance, which include being proactive in monitoring software compliance.
• Manages all software licensing under the care of the IS division.
• Prepares reports and recommendations when assigned research duties by management.
• Maintains good working relationships with co-workers and vendors.
• Evaluates software applications and conducts trial beta-testing prior to a live deployment.
• Provides reports on ease of use and potential problems of such software.
• Conducts on-going research of new technologies, products, and services that might be of value to KHRC.
• Maintains loaner laptops and phones for employees and monitors their use and return.
Knowledge, Skill and Ability Requirements
• Expertise in either preparing a computer from a factory restore CD or imaging a computer from the network.
• Considerable knowledge of the function of each department and how it affects KHRC.
• Advanced knowledge of the Windows Operating System and functionality.
• Advanced knowledge of industry trends and information technology advances.
• Advanced communication skills and ability to exchange information effectively across multiple departments.
• Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists.
A successful candidate would possess proficiency in VB, ASP.NET / C# and ADO.NET. The candidate would also have a high level understanding of MS SQL 2000/2005 syntax and concepts. This candidate would possess the skills to build a complete framework and front end web applications using MS Visual Studio 2005, MS SQL, and Dreamweaver. The candidate should have the ability to develop SQL db designs, queries, triggers, and stored procedures. The selected candidate must be an experienced software engineer who can work in a collaborative team environment.
Education and Experience Requirements:
2+ years experience in a full-time IT position.
2+ years experience .NET framework, ASP .NET/C#, ADO .NET, JavaScript, and HTML
2+ years experience SQL DBA, triggers, queries, stored procedures of MS SQL 2000, 2005 or MySQL
Bachelor’s degree in computer-related field preferred. Associates degree + relevant trade certifications (i.e. MCPD, MCAD, MCSE, etc.) or experience may be substituted.

Travel Requirements:
May require occasional travel to attend conferences, training, etc.
Reading/Language Skills:
Must be able to speak and read the English language - Must be able to effectively communicate with colleagues respectfully, honestly, and with integrity - Must be able to understand application development methodologies – Must possess good oral and written communication skills
