application refuses to make the computer shut down

guys ,
i have a great proplem

my application refuses to make the computer shut down or restart when it is running ??
i have to close the program then the computer can shutdown ??

help me please

there is nothing inside the Form_Closing event
it's even not handled .

Start the app in debug, pause it, press F8 (step), then attempt to quit iot. what code does it try to run?
