Good afternoon guys, I'm new to programming, I wonder what program used to get a result of the appearance of a software, such as these pictures Norton 2013, is there any software that can achieve this result in the issue of Appearance and Software some effects?

Does anyone know of any program that we can use in order to use together with C # or VB.NET in Win Forms?
 
Expression Blend is for UI design for WPF/Silverlight. If you want to create fancy UIs in WinForms then you would generally draw the elements you want in Photoshop or Illustrator or whatever and then incorporate them into custom controls. It's basically all manual. I guess I don't know for a fact that you are a beginner just because this was your first post here but I will say that I see a lot of beginners wanting to create fancy UIs when they still can't really back it up with decent code. A good application with a "normal" interface should be the first priority, then create a fancy UI if it's warranted.
 
Thanks for the tip, then, had thought in Photoshop and Illustrator as well, because it is what I am most familiar. Just do not have much experience in incorporating these controls, as seen in some posts that say that the images leave the software quite heavy. Would it have somehow or some plugin in Visual Studio 2010 or higher to convert these images into Controls ...
