Any way to convert image to ico properly?

Hi, im writing a simple program that will convert an image into a .ico file, ive looked around the the internet and found ways of doing this but all of the tutorials iv seen just seem to change the extension to .ico rather than properly convert it.
So is there a way i can properly convert an image file like a png into a proper icon file?
