Adding Tooltip to dll

I am in the process of building libraries for other developers and friends. I was wondering how to get the Tooltip that shows up with intellisense to also display a breif explanation of what a particular method, property, ect is doing. I see it all the time with different libraries I just don't know how to implement it. Thanks
