I'm not saying this is the optimal solution but what about starting the iexplore.exe in a new process (from vb.net) and passing the name of the xml file as the argument?
A bit brute force, but should work!

I share quite a bit between full and compact framework (of course, this does mean some cutbacks in the full framework, or some #IF's).
Basically we have
